This essay, on the measures to be taken after the war to neutralize the dangerous power of Germany, will be published by the Nouvelle Librairie Nationale in 1915 and dedicated to Jacques Bainville. It begins thus: "The present study, written while the clash of arms still resounds, proposes to establish from now on the main lines of a national reaction against the German influence and action, either intellectual or industrial"... The manuscript was used for the printing (some leaves were cut to advance the composition); it presents erasures and corrections.
