The lord DEBAVAY was a lawyer at the Parliament of Flanders, former member and boarder of the Council of Valenciennes and Councillor at the Court of Douai. Between 1788 and 1789, during the illness of the knight L. de LIMOGES, Lieutenant of the marshals of France, he directed the publication of the Journal du Hainault et du Cambraisis.
